Ruth Semonian Vetter

Ruth Semonian Vetter serves as Chief Compliance and Legal Officer for TriWest Healthcare Alliance. She joined TriWest’s leadership team in October 2025 and oversees TriWest's legal, regulatory, and compliance policies, and its audit strategies, policies, and programs.

Ruth is an accomplished legal counsel and compliance executive with extensive global management experience in corporate and government organizations. She is a U.S. Army Veteran and had a distinguished civilian career as a senior executive in the Department of Defense (DOD), culminating as the senior career official for the Department of Defense Office of General Counsel.

Ruth’s key leadership roles during her DOD tenure included the Deputy General Counsel for Personnel and Health Policy; the General Counsel of the Defense Logistics Agency; and the Director of the DOD Standards of Conduct Office.

As a commissioned Army officer and Judge Advocate, Ruth served in diverse assignments around the globe with deployments to Bosnia and Herzegovina with Stabilisation Force 8, and to Iraq in support of Operation Iraqi Freedom.

Ruth’s military and civilian awards include the Bronze Star Medal, the Presidential Rank Award, and the Secretary of Defense Medal for Distinguished Civilian Service (with two Oak Leaf Clusters).

In the private sector, Ruth served in executive roles at The Boeing Company, including as interim Vice President, Ethics. In this role, she also served as the Chair of the Defense Industry Initiative Executive Working Group and as a member of the steering committee for the International Forum on Ethical Business Conduct.

Ruth earned her bachelor’s degree in political science from Taylor University, and her Juris Doctor degree from Indiana University McKinney School of Law.
